Why did Basic hardly change the size?
Basic only tidies the file's structure. If most of the size comes from images, only Strong or Extra strong will make a real difference.
Is my file uploaded?

Can I make it smaller than a specific size, like 200 KB?
Try Extra strong. If it's still too big, split the PDF and send only the pages that are needed.
